Al Brooks’ public safety and investigative career has spanned five decades thus far. Beginning in 1975, Chief Brooks has served in law enforcement capacities from Communications, Patrol, Criminal Investigation, Training to Administration, achieving supervisory positions in each division served. Throughout his career, Mr. Brooks has been recognized with numerous commendations including multiple Life Saving Awards as well as commendations for investigative activities into kidnapping, robbery and sexual assault offenses. Achievements include Motorcycle Officer, Hostage Negotiation, Advanced Investigation into Missing and Exploited Children, Underwater Search/Recovery and Texas Commission on Law Enforcement certifications as Master Peace Officer and Instructor.
In pursuit of the next challenge, Chief Brooks transitioned into the fire service to begin training in fire investigation while serving as Firefighter/EMT. After promoting to Lieutenant in Fire Suppression, investigative training continued through Texas A&M Fire Training and the National Fire Academy which led to his appointment as Fire Marshal / Arson Investigator. Following a twenty-five year public safety career, opportunities in the private sector beckoned. Brooks entered the field of private/corporate investigation specializing in areas of fraud and fire/explosion investigation including hazardous materials operations. Additional training through Eastern Kentucky University resulted in recognition as a Certified Fire and Explosion Investigator (CFEI) at a time when fewer than 2500 such certifications existed in the nation.
Proven expertise in these fields led to his selection as an expert witness in the matter of a faulty product which resulted in a fire fatality in southern Texas. Based on training and experience while heading a specialty motorcycle unit dedicated to escort activities for visiting dignitaries, entertainers, sports teams and other VIPs, Brooks’ expertise has also been recognized in the field of motorcycle escort activities and has been utilized as an expert witness in legal proceedings in Texas and New Mexico.
In 2017, Mr. Brooks, returned to his first calling in public safety, the police department. Choosing to join the men and women serving the City of Everman, Brooks found a new home. Not long after joining the department, Brooks was selected to assume the role of Captain. Through additional training, he was certified as an instructor by the Texas Commission on Law Enforcement (TCOLE). Brooks went on to achieve certifications to instruct specialized courses for Crisis Intervention Technique, Mental Health Officer and De-escalation . In January of 2022, Brooks was promoted to Assistant Chief where he served until April 2025 when promoted to Chief of Police.
Message from the Chief
I would like to express my appreciation for all who have come before me. I am sincerely honored to join my predecessors in serving as your Chief of Police. Since coming to Everman, I have had the privilege of getting to know three former Chiefs of our department and have worked closely with my immediate predecessor Craig Spencer. As a new Chief, to have the opportunity to interact with these men, to learn from their knowledge and history, is an uncommon blessing.
There is something special about our town and you quickly realize it's the people. When I joined the Everman Police Department, I was greeted by a staff dedicated to serving the citizens in a fair and equitable manner. I also began meeting our partners in the safety of our town, our residents. The interaction and cooperation between city government and residents is the basis for a town's growth and success. Our officers are here to protect, to help foster an environment of safety, and we strive to enhance the partnership with our residents.
While there are considerable hardships in today's society, Everman is fortunate to have so many people invested in keeping our town safe, welcoming and enjoyable for our families. We strive to dispel misconceptions about police officers through fairness and equity. I am truly proud of our officers and sincerely honored by the opportunity to help guide the department forward. As you see our officers around town and especially at our public events such as the Celebrate America festival, our Christmas Tree Lighting and of course our annual National Night Out event in October, please say hello and introduce yourself.
